Development Bylaw Update: On Monday, June 27, 2022, City Council adopted Bylaw No. 3260-2022, Development Bylaw, 2022 which replaces Bylaw No. 2070-2011, Development Bylaw, 2011 and Bylaw No. 2045-2011, Storm Water Source Control Bylaw, 2011.
The Development Bylaw regulates the engineering design and construction standards relating to subdivision developments and on off-site infrastructure improvements associated with building permits.

BACKGROUND:
The Development Bylaw regulates the subdivision and development of land in the City of Abbotsford and sets out the standards to which works and services are designed and constructed. Works and Service that are required as part of the development of land (Subdivision & Building permits) includes, but is not limited to:
- Utilities, including water, sanitary sewer and storm sewer
- Roadways, including curbs, sidewalks, and bicycle lanes
- Traffic signals and street lighting
- Trails, landscaping and street trees
Staff along with Urban Systems Ltd engaged with stakeholders and the public in early 2020. The consultation process included meeting with the Development Advisory Committee of Council, along with key stakeholder groups including the Urban Development Institute, Fraser Valley Home Builders Association, the Chamber of Commerce and local consulting engineers, developers and members of the public. Feedback from the consultation process was incorporated into the Development Bylaw that went to Council for adoption.

The City of Abbotsford does NOT accept credit cards for the payment of Development Cost Charges (DCCs).

On Monday, December 6, 2021, City Council adopted Bylaw No. 3174-2021, Development Cost Charges Imposition Bylaw, 2021 with an effective date of January 1, 2022.
After December 31, 2021, new developments will be charged the updated 2021 Development Cost Charge rates. Please note that City Hall will close at 2pm on Friday, December 24, 2021 and will reopen on Tuesday, January 4, 2022.
Background:
DCC rates are established in the Development Cost Charge Bylaw as approved by City Council. The DCC bylaw was last updated in 2010. Council will review the charges and fees to ensure they are in line with the current costs of development and construction. The review will enable the City to implement the recommendations outlined in the 2016 Official Community Plan and Master Plans for Water, Sewer, Drainage, Transportation and Parks.
As part of this update and review, information was gathered by the City of Abbotsford, key stakeholders, engineering consultants and land developers and was included in public stakeholder meetings and other opportunities for input.
