Tree Permit

New Tree Management Bylaw No. 3600-2025 takes effect March 1, 2026.

Tree Management Bylaw No. 3600-2025 applies if:

  1. The tree is not located within the Agricultural Land Reserve (ALR).
  2. The tree is greater than 20cm in diameter, measured 1.4 metres above the ground or in a 'tree retention area' as defined in the bylaw.

Under the Tree Management Bylaw, a Tree Permit is required prior to pruning a significant tree, planting a replacement tree, or undertaking any act that would damage a protected tree. If you are unsure whether you need a Tree Permit you may contact the Parks, Recreation & Culture office at 604-859-3134 to check.

If you do require a Tree Permit, you will need to submit an online application. There is a non-refundable permit application fee of $59 that must be paid before your application is processed. Trees that straddle a property line are considered shared, and owner’s authorization is required before the permit can be approved. Note that an owner of a shared tree is not obliged to provide authorization to remove the tree(s) in question. Once you have completed the Owner’s Authorization Form, please scan it or take a clear photograph and submit the electronic file with your Tree Permit application.

An arborist report by a qualified professional may be required depending on the number of trees, and the type of application. For replacement trees, a replanting plan is required. For information on whether an arborist report is required, or for more information you can contact the PRC Department.

*Damage includes any impacts to roots, trunks, limbs and foliage that may limit the tree’s ability to survive or remain structurally stable.
