On December 2, 2019, Council adopted Cannabis Store Regulations Amendment Bylaw No. 2902-2019 and Cannabis Retail Store Policy C005-11. The above approach resulted in ten pre-zoned sites located across the urban area that would permit cannabis retail stores, with a maximum of four stores within the city.
Throughout 2020 and into late 2021, staff received and evaluated seven applications through a consolidated competitive intake process, consistent with the policy. Through this process, four stores were selected and granted approval to operate at locations distributed equitably across the city.
Cannabis Retail Store Policy update
On July 15, 2025, Council adopted minor updates to the Cannabis Retail Store Policy C005-11 to enable additional stores (on a case-by-case basis) to be considered on the ten existing zoned sites that do not currently accommodate a cannabis retail store.
The updated policy no longer requires a two-month consolidated intake process and enables Council to consider granting a provincial endorsement for new provincial licence applications on a case-by-case basis evaluating the individual merits of each proposal.
Updated Application Process
The city may consider development applications for Rezoning (text amendment) and Provincial Non-Medical Cannabis Retail Store Endorsement for proposals located on the following properties in Figure 1.
