Other Permits


Banner Permit

Any street banners displayed in the City require a permit, including banners which display public information and public events. Banners must meet the specifications as described Banner Specifications document. Banners must be dropped off at the Engineering Department at City Hall for inspection, approval and installation by City staff. Installation and removal costs will be billed to the applicant.

Permit fee:  Fees for banners are calculated at the time the banner is inspected.

Canvassing Permit / Fundraising Campaigns

A canvassing permit is required for all fundraising campaigns in the City of Abbotsford.

As outlined in the City of Abbotsford Business Licence Bylaw No 2618-2016, Section 5.11:

  • Requests must be submitted, in writing, to the Licence Inspector, at least three (3) weeks before the event, and include the name of the registered charity, the purpose for which the proceeds are to be used, the area of canvass, and the duration of the of the campaign.
  • Applications received from organizations, which are not on the “List of Council Approved Campaigns”, as set out in Schedule “C”, or propose significant changes, must be submitted to Council for consideration. 
  • Approval will be given only to organizations registered as a charity; and, if requested, they must issue valid receipts for income tax purposes for all donations.
  • Campaigns in the name of registered charities must not involve commission sales by third parties.
  • Each campaign will be limited to one (1) two-week period per year, and canvasses must not overlap in any area of the City. All canvassers must carry a copy of the approval while canvassing, and if requested, allow it to be viewed by the public.
  • Door-to-door solicitation is not permitted on Sundays.
  • A monthly calendar of approved canvasses will be forwarded to the Chief Constable.

Highway Use Permit

A Highway Use Permit is required if events or activities will disrupt regular vehicle or pedestrian traffic on City roads and sidewalks. Highway Use Permits are issued to regulate traffic management plans and monitor alternate route patterns associated with these permits and ensure the traveling public is safe on City roads and sidewalks.  

Abbotsford’s Street and Traffic Bylaw No. 1536-2006 regulates use of City streets and sidewalks.

Permit fee:  Fees and charges for highway use permits are dependent on a variety of factors including, but not limited to type of project, location and services needed to complete the scope of work.  It is not possible to provide the costs prior to the permit being issued.

Highway Excavation Permit

Highway Excavation Permits are required for work on City roads to improve or repair City maintained infrastructure and franchise utilities.

If the work includes repairing, extending or installing a new driveway culvert a Driveway Culvert drawing must be completed and submitted.

Abbotsford’s Street and Traffic Bylaw No. 1536-2006 regulates the excavation of City roads, sidewalks and boulevards.

Permit fee:  Fees and charges for highways excavation permits are dependent on a variety of factors including, but not limited to type of project, location and services needed to complete the scope of work.  Fees are assessed individually, based on the project and it is not possible to provide the cost of the installation before assessing the project and completing an estimate.

Overload or Oversize Vehicle Permit

An Oversize/Overweight Vehicle Permit is required when the size and/or weight of a vehicle(s) exceeds the normal limits permitted by legislation. Vehicles travelling on city streets require an oversize vehicle permit if the vehicle exceeds the following specifications below:

  • Maximum width:
    • Vehicle including load: 2.6 m
  • Maximum Length:
    • Single vehicle including load: 12.5 m
    • Semi-trailer including load: 14.65 m
  • Maximum Height:
    • Vehicle including  load: 4.15 m
  • Legal Weights:
    • Legal weights for the City of Abbotsford are as per the Commercial Transport Act [RSBC 1996]

Abbotsford’s Street and Traffic Bylaw No. 1536-2006 regulates the permits for Overload/Oversized Vehicles.

  • Download and complete the application form
  • Include the route that is to be travelled by the oversize vehicle that is the shortest and most direct accessible connection between the nearest Truck Route and the destination. Include the return route. Please attach maps of the desired route.
  • Submit the completed application via email or fax it to 604-853-2219 or in person at Abbotsford City Hall

Soil Removal and Deposit Permit

When a Soil Removal and Deposit Permit is Requried

A Soil Removal and Deposit Permit is required when removing or depositing any amount of soil from or onto any property in the City of Abbotsford. Soil can refer to any of the following:

  • clay
  • silt
  • sand
  • gravel
  • cobbles
  • boulders
  • peat
  • any substance of which land is naturally composed down to, and including, bedrock

The City of Abbotsford's Soil Removal and Deposit Bylaw No. 1228 - 2003 regulates the movement of soil within the City limits. The purpose of this Bylaw is to ensure no harmful effects are made to the environment, City property or private property.

Types of Permits

There are two types of permits:

  • Temporary Soil Removal and Deposit Permit (Temporary Permit)
  • Annual Renewable Soil Removal and Deposit Permit (Annual Permit)

An Annual Permit is required when the proposed Soil Removal or Deposit works will be operating consistently for longer than one year. A Temporary Permit is required for all other applications.

Soil Removal and Deposit Permit Applications in the Agricultural Land Reserve

Soil Removal and Deposit Permit Applications in the Agricultural Land Reserve (ALR) may require approval from the Agricultural Land Commission (ALC). Please view the ALC website for the forms and additional information.

Soil Removal and Deposit Permit Fees and Security Deposit

  • a $1,500 fee is required to be paid to the City of Abbotsford for applications in the ALR
  • $0.67 is charged per cubic meter of material removed from or deposited on the subject property
  • a minimum Security Deposit of $15,000 is held during the soil removal and deposit works
