Trucked liquid waste (TLW) is defined in the Sewer Regulations Bylaw No. 2664-2017 as “any Waste that is collected and transported off-site by means other than Discharge to a Sanitary Sewer, including, but not limited to, septic tank Waste, Domestic Waste from Hold Tanks and Oil and Grease from Grease Traps".
Residents within the City of Abbotsford and the District of Mission whose homes are not connected to a municipal sanitary sewer system are provided a wastewater disposal service at the JAMES Wastewater Treatment Plant (JAMES Plant). Wastewater collected in holding or septic tank systems used by the homeowner is periodically pumped out and transported for treatment at the Trucked Liquid Waste (TLW) Facility located at the JAMES Plant. Applicable disposal fees will apply as outlined in the Procedure Manual.
Many industrial, commercial and institutional operations produce liquid waste that is not suitable for discharge to the sanitary sewer or storm sewer systems. These wastes are generated at operations such as:
- Restaurants (grease interceptors)
- Photo processors (fixers)
- Automotive repair shops (oil water separators)
- Dry cleaners (solvents from dry cleaning machines)
- Parking lots (catch basins)
- Laboratories (various chemicals)
These wastes are considered to be high-strength liquid wastes or obstructive wastes. Discharge of these wastes to the sanitary sewer or storm sewer systems is illegal and would be in direct contravention of the Sewer Regulations Bylaw No. 2664-2017. These wastes must be disposed of properly by a licensed carrier who picks up the waste and transports it to a proper disposal facility.
Wastes generated from grease interceptors within Abbotsford and Mission may be transported for treatment at the TLW Facility located at the JAMES Wastewater Treatment Plant. Prior to discharging at the TLW Facility, the carrier must first dilute the grease interceptor waste to a ratio of 1:10 with septage in order to minimize the loading on treatment processes. Applicable disposal fees will apply as outlined in the Procedure Manual.
Wastes generated from the other operations listed above (aside from grease traps) are not authorized for disposal at the TLW Facility and must be disposed of in accordance with applicable regulations.

If you locate outside of Abbotsford and Mission, there are other disposal facilities located in the Lower Mainland that accept trucked liquid waste. Be sure to check with the respective municipality or regional district prior to discharging at those facilities.

No. The JAMES Wastewater Treatment Plant is not currently set up to accept grease from residents at this time. We suggest that the grease be composted or disposed of with your garbage.
Sewer Regulations Bylaw No. 2664-2017 states that all waste from recreational vehicles must be disposed of at designated sani-dump station and cannot be disposed of at the JAMES Treatment Plant TLW facility.

In order for a TLW carrier to use the TLW facility, the carrier must first obtain a valid business license with the City of Abbotsford or the District of Mission. Once a valid business license is obtained, the carrier must then apply for authorization to use the TLW Facility. After a carrier is granted authorization, they must complete a carrier declaration form for each TLW load discharged at the TLW facility.
Invoices will be issued on a monthly basis for TLW loads discharged at the JAMES Plant TLW Facility. The current discharge/disposal fees for using the JAMES Plant TLW facility are shown below.
