The proposed application is for a major Official Community Plan (OCP) amendment to update and revise the Vicarro Ranch Planning Area plan (VRPA) and to rezone the VRPA lands to a new comprehensive development zone to allow the multi-phased development of the lands. The VRPA includes the properties known locally as Vicarro Ranch, which are located at 35220 Cassiar Avenue, 3001 Whatcom Road and 36218 Sandringham Drive. The three parcels making up the VRPA consist of approximately 155 hectares (383 acres).
The proposed development will occur within five (5) development sub-areas that are generally shown in Figure 4 of Report EDP128-2013, and will allow the development of a combination of single-family lots, duplexes, townhouses and apartment buildings, with a combined maximum density of 1400 residential units. Of the proposed 1400 units, up to 580 are proposed to be single-family lots, 120 are proposed duplexes, 260 are proposed townhouses and 440 are proposed apartment units. In addition to residential development, large tracks of open space, three city parks and a series of trail systems will be secured through the development process. A neighbourhood commercial node is anticipated adjacent to Whatcom Road at the south end of the lands and will provide a variety of local shops and neighbourhood commercial services to the surrounding area. In terms of area under application, and the number of residential units proposed, this is the single largest application proposed in the City of Abbotsford in over a decade.

Public Information Meeting #1- COMPLETE
A Public Information Meeting was held on March 10, 2011 from 6-8pm at Prince Charles Elementary. The meeting focused on obtaining feedback/input from residents in the surrounding neighbourhoods. The applicant's presentation boards from that meeting are provided for those who weren't able to attend the meeting.
The feedback gathered at the meeting was used to refine the development proposal. As a result, many changes were made. The changes are described in Section 6 of Report EDP128-2013.
Executive Committee Meeting - COMPLETE
On September 9, 2013 Abbotsford City Council, sitting as Executive Committee approved the application to proceed and instructed staff to prepare amendments to the Official Community Plan to amend the Vicarro Ranch Planning Area plan and to the Abbotsford Zoning Bylaw, 1996, to rezone the VRPA to a new comprehensive development zone.
Public Information Meeting #2 – COMPLETE
A Public Information Meeting was held on September 26, 2013 at Prince Charles Elementary School. The meeting focused on conveying the changes that have been made to the proposal as a result of the initial public consultation in March, 2011, and encouraged feedback from residents in the surrounding neighbourhoods. Presentation boards were displayed to illustrate the proposal and the applicant, their consultants and City staff were available to answer questions and discuss the proposal.
Staff have consolidated the feedback from the comment sheets and they are included as an attachment to the Council report scheduled to proceed to Regular Council on October 21, 2013.
Regular Council Meeting – COMPLETE
Staff presented the Official Community Plan and Zoning Amendment Bylaws to Regular Council on October 21, 2013 for their consideration of 1st Reading. Council gave 1st Reading to the two bylaws.
Public Hearing – COMPLETE
On November 4, 2013, the application went to Public Hearing, where there was an opportunity for the public to provide feedback to City Council on the proposal.
Regular Council Meeting – COMPLETE
On November 4, 2013, after considering the public feedback provided at the earlier Public Hearing, Council gave 2nd and 3rd Readings to the two bylaws.
Final Adoption - NEXT
There are a number of rezoning conditions that must be resolved before the two bylaws may be adopted by City Council. The timeline to resolve all conditions of zoning is two years from the date of the public hearing.
