Water Permits

Hydrant Use Permit

A hydrant use permit is required for access to water through a hydrant or standpipe.

To make application:

When a permit is issued:

  • the permit holder will:
    • coordinate their requirements with the Operations Division (City of Abbotsford)
    • supply their own hoses
    • dechlorinate at point of discharge if any water is likely to flow into the storm sewer system or ditches
  • the City staff will:
    • supply and install a backflow device
    • if deemed necessary, supply and install a water meter
    • turn on and off the applicable hydrant and install the equipment by 8:30am and remove it by 4:00pm on the requested days

Notes:

  • unauthorized valves or other equipment attached to the hydrant will be confiscated and shall become the property of the City
  • if service is required after normal working hours or on weekends additional charges will apply
  • repairs and replacement of damaged equipment will be billed to the permit holder

Permit fee (non-refundable):

  • Hydrant use permit $60 per day
  • Extension to duration $60 per day
  • After hours service call $200 each
  • Metered water usage: the permit holder will be invoiced for the water usage once the project has completed based on current water rates.
  • Accepted methods of payment are cash or cheque only

Abbotsford’s Waterworks Rates and Regulations Bylaw No. 2053-2011. regulates use of City Waterworks owned and operated by the City.

Lawn Sprinkling Permit

A lawn sprinkling permit is required for lawn watering during Stage 1 of the Water Shortage Response Plan.

Water Service Installation Permit

Water Service Installation Permits are required when hooking up a new service to a City water main.

Permit fee:

  • 18 mm (3/4") connection, up to 25 metres in length is $4,225
  • 25 mm (1") connection, up to 25 metres in length is $4,570
  • Security deposit in the amount of $250 for the connection of the water service.

Notes:      

  • Large service installation may be permitted, and the City will provide a cost estimate for the permit.
  • Homeowners are responsible for the cost of repairs or any damage to the water connection caused by the homeowner or contractor during construction.
  • Connection charges do not include any extra costs incurred during the installation of a water service due to the presence of rock or other unusual ground conditions.
  • Should extra costs be incurred, applicant will be invoiced after the installation of the water service is completed.

The cost of the connection should always be confirmed with the Engineering Department to ensure proper interpretation of the service installation and connection fee

Water Service Disconnection Permit

A Water Service Disconnection permit is required to have the water service disconnected from the water main. 

Permit fee: $1,530 plus GST.

Water Turn On / Off Permit 

A Water Turn On / Off Permit is required to temporarily have the City water service turned off.

Permit fee:

  • $60 plus GST for turning water off
  • $60 plus GST for turning water on

Note:  If you require a water turn off/on to do a repair, the City will provide this service for free.  No permit is required.

Sewer Permits

Sanitary Sewer Service Disconnect / Reconnect Permit

A Sanitary Sewer Service Disconnect Permit is required before any City sewer connection is disconnected.

A Sanitary Sewer Service Reconnect Permit is required when the disconnect work to the sewer is complete.

  • The City requires an inspection of the existing connection before reconnection to the City sewer.
  • If the connection passes inspection, there will be a $50 fee plus GST for reconnection.
  • If the connection does not pass inspection, a cost estimate will be provided to the applicant by the City for repairs to the connection or installation of a new service.
  • The applicant is responsible for covering the cost of repairs or installation of a new service.

Fees and Charges for sewer services are regulated by the Sewer Rates and Regulations Bylaw No. 1862-2009.

Permit fee:

  • sanitary disconnect permit is $750 plus GST.
  • sanitary reconnect permit is $50 plus GST.

New Sanitary Sewer Service Installation Permit

This permit is required for the installation of a new sewer service.

Permit fee:  Fees and charges for sanitary sewer services are dependent on a variety of factors including, but not limited to type of project, location and services needed to complete the scope of work.  Fees are assessed individually, based on the project and it is not possible to provide the cost of the installation before assessing the project and completing an estimate.

These permits are required when you are disconnecting or reconnecting an existing storm sewer connection.  

Permits fee:

  • storm disconnect permit is $750 plus GST.
  • storm reconnect permit is $50 plus GST.

Wastewater Discharge Permit

Wastewater Discharge Permits are regulatory documents issued to industries, businesses or other operations that discharge significant volumes of non-domestic wastewater, and/or wastewater having the potential to contain high concentrations of contaminants into the sanitary sewer. 

Wastewater Discharge Permits are required to monitor and regulate the volume and contents of wastewater produced by non-domestic sources.

A Wastewater Discharge Permit is required for any industrial, commercial or institutional operation that intends to discharge wastewater to the sanitary sewer on an ongoing basis that contains Restricted Wastes (as defined in the Sewer Rates and Regulations Bylaw No. 1862-2009).

A discharging operation operating under a Code of Practice does not require a Wastewater Discharge Permit unless required by the Abbotsford/Mission Water and Sewer Commission Source Control Program (WSCSCP).

There are two types of Wastewater Discharge Permit Application forms available:

  1. Wastewater Discharge Permit Application for Groundwater Remediation Sites
  2. Wastewater Discharge Permit Application for Groundwater Remediation Sites

Permit fee for General Discharges

  • There is no application fee for applying for a Wastewater Discharge Permit. 
  • There is an amendment fee of $500 for each time the holder of a Wastewater Discharge Permit requests an amendment to an existing permit.

Permit fee for Groundwater Remediation Sites

  • There is an application fee of $1,500 for applying for a Wastewater Discharge Permit.
  • There is an amendment fee of $500 for each time the holder of a Wastewater Discharge Permit requests an amendment to an existing permit.
